The following build seen above is a build of Windows 8.1 IoT Core, and is intended for Intel Galileo development boards. It notably uses a command line shell as those boards typically have no display output.

The build is x86, and will work just fine on VMware. You just need to either rename this image to boot.wim and replace the boot.wim from a PE image with one from this, or flash it using the DISM tool (much more recommended.
